Hoima RDC warns against Vandalism as government takes over Mparangasi Water Scheme.

Hoima district local government has handed over the Mparangasi Piped water project to Mid Western Umbrella for management and development.

While speaking at the handover ceremony in Mparangasi Cell, Bulindi Town council on Monday 7 July 2025, the Hoima Resident District Commissioner Rodgers Mbabazi warned against vandalism of the water project property and other key installations.

‘‘The community should be engaged more especially against vandalism of key installations. The management of the water system should provide the office of the RDC with timely information to ensure that challenges are handled and people have benefited accordingly’’ RDC Mbabazi said.

The Hoima District Vice Chairman Hellen Mulumba said that the handing over of the water project to a government agency like Mid Western Umbrella will ensure project proper usage and sustainability.

‘‘There should be consistent water supply at the taps and people should also be sensitized on how to manage tariff-based water accessibility. Hoima district commissioned this project in 2023 and asked government to take it over but the ministry decided to give it to Mid Western Umbrella’’ Mulumba said.

The Hoima district Chief Administrative Officer Emmanuel Ssempala emphasized the need to improve on sanitation and hygiene in local communities. He said the government’s investment in providing safe water is to reduce on waterborne diseases and also improve lives of local people.

‘‘The government’s aim to improve people’s lives through providing safe water which will reduce on waterborne illnesses. This will improve on their lives by curtailing expenditure on treating disease and instead use the money for development enterprises’’ Ssempala said.

 Eng Nsabimaana Robert the Deputy Manager Mid Western Umbrella said the agency is fully committed to ensuring that the water project is functional and sustainable. He said that the agency’s tariffs are currently at Shs 2990 per unit compared to Shs 4370 per unit by the National Water and Sewerage Corporation-NWSC.

‘‘We commend the Hoima district local government for entrusting us with this project. We understand the challenges in water systems’ management and we shall deliver accordingly’’ Nsabimaana said.

The Hoima district council speaker Swaibu Nyangabyaki commended the district Chairman and the chief administrative officer for ensuring that the project has been taken over by a government agency for proper management.

Mid Western Umbrella is a government agency under the water and environment ministry which manages water systems in small urban and rural communities. Its currently managing 86 water schemes in 15 districts.
