Preamble
PDM is a strategy which embraces all sectors of the government services in the District Local Governments (DLGs) and communities with the parish as the epicentre of development interventions. Therefore, all services of government should be measured around the parish to establish the level of impacts or results or benefits to the communities. During the FY 2022/2023, the MFPED guided the DLGs to prioritize PDM interventions in all the sectors or departments in the DLGs and also the exceptional conditions where other government ministries and agencies (such as the MoLG and the PDM Secretariat) advise accordingly.
Hoima district has 55 parishes corresponding with the 55 PDM SACCOs.
Identification of the beneficiary members in each SACCO
With the rolling out of the PDM strategy to the parish level and community level, all SACCOs in the district have been able to select beneficiaries to receive the PRFs that were already on the PDM SACCOs accounts. Every selected beneficiary opened a bank account with the respective bank in the PDM SACCO. Four (4) banks participated in the process of disbursing the funds; Post bank, DFCU, KCB, Opportunity and Equity banks. Using the new guidelines (from the PDM Secretariat), the selection of the beneficiary HH was based on the local (community) knowledge available in assessing the poor HH in the subsistence economy by the existing parish and village committees (i.e. Enterprise Groups/EGs, PDCs and LCIs) at the village meetings.
In Hoima district, all the beneficiaries of the PRFs have been fully profiled and enrolled onto the PDMIS-FIS.
Allocation of the PRFs to selected beneficiary applicants in the PDM SACCOs in the communities
The PDM SACCO leaderships (the board and the loans committee) were able to allocate the available resources (funds) to the selected beneficiaries with funds up to a maximum of UGX. 1,000,000 depending on the agreed costs in the business plans which in some cases would indicate less than the one million. However, there is un-communicated information (from Cabinet proceedings) to ensure that all the beneficiaries get the UGX. 1,000,000 and even top up to ugx. 1,000,000 for all beneficiaries who received less funds than the 1,000,000. A formal communication to this effect is required to the DLGs in order to lawfully implement the directive.
PROGRESS MADE ON DISBURSEMENTS OF THE PRFs TO BENEFICIARIES
In the FY 2021/2022 the district received PRFs to a tune of UGX. 368,101,578 which was remitted to the 55 PDM SACCOs Accounts. In the FY 2022/2023, the amount of the PRFs received by the PDM SACCOs by direct transfer from the Ministry of Finance, Planning and Economic Developmt (MoFPED) was UGX. 5,500,000,000. This gave a total of the PRFs received by the PDM SACCOs in the district to UGX. 5,868,101,578.
Current status of disbursements of the PRFs to the EGs and HH
To-date (Monday, 28th August 2023), 81% of the funds (UGX. 4,737,036,000) have been disbursed to 4,881 beneficiaries leaving a balance of UGX. 1,131,065,578 (19%) for 1,131 beneficiaries. Once all the PRFs are fully disbursed, the total number of the expected beneficiaries is 5,715. The funds have been disbursed using the required PDMIS/FIS to enable easy tracking of the beneficiary members in the communities by all stakeholders at any levels in the country.
The balance of PRFs; amounting to UGX. 1,131,065,578 (i.e. 19%) will be disbursed within the coming 1-2 weeks provided the banks are able to do their work in time. It will also require the MoICT/NG to support the district in resolving the “null” system problem which is affecting selected beneficiary members in four (4) PDM SACCOs. The performance in the disbursements of the PDM SACCO PRFs is indicated below with the best performing sub county (Buraru) having reached 100% disbursement. This is followed by Kisukuma at 99% and Bombo at 96% disbursements. The worst performing LLG is Bulindi Town Council at 39% and Kyabigambire sub county at 47%.
