Hoima District Local Government has started a 2day Refresher Training on the Balanced Score Card

Today Hoima District has started a 2day refresher training on the Balanced Score Card-BSC with Heads of Departments, Section Heads, all headquarter staff, Heads of Lower Local Governments, Health Facility In-charges, and Headteachers.

The Balanced Score Card (BSC) has been introduced as a strategic management tool to help translate the district vision and strategy into actionable outcomes and measures across the four BSC perspectives; Customer/Client, Finance, Internal Processes and the Local government capacity.

The BSC will be alignment with the District Development Plan (DDP) and provide a linkage between public officers to the institution and hold each individual officer accountable to the work outputs. It is a tool for staff at all levels that will replace the performance appraisal.

During the training, the CAO Hoima Mr. Ssempala Emmanuel encouraged staff to embrace this tool and use it for performance measurement. He encouraged staff to always be ready to learn and implement all the government reforms since they are always aimed at improved service delivery.

Mrs. Sophia Nakazzi Commissioner, Human Resource Management from the Ministry of Public Service emphasized that the BSC has come to reorganize what we have been doing and make sure that the work delivered speaks to the clients being served. “All civil servants are recruited to serve the community, this tool has been brought to align us to serve according to what the public needs,” she said.

She added that all institutions both public and private are supposed to use this tool and align there work based on it so that impact is seen in the communities being served.

The Human Resource office is the champion for the BSC, HR has critical role in implementing this tool.
