Hoima District has today held a council meeting at the district council hall.

During the meeting the District Chairperson, Mugisa Uthuman Kadiri Junior presented the state of the district address.

He presented that the district so far realized 25% of the budgeted funds, these funds have been released to the various departments to implement the Work plans for the different activities; and to undertake projects during the FY 2023/2024.

The Local Government Management of Service Delivery Performance trend improved upwards from 50% overall score in 2022 to 53% in 2023 and in terms of ranking, the district was ranked 100th out of 154 districts in FY2022/23 as compared to 128 out 154 districts in FY 2021/22. This FY 2024/2025, everything possible is being done to pull farther up in ranking and the technical team has promised to achieve a ranking of not beyond 30th out of the 154.

Under PDM, in the FY 2021/2022, the district received UGX. 368,101,578; in the FY 2022/2023; we received UGX. 5,500,000,000; while in the FY 2023/2024 we also received UGX. 5,500,000,000. This is giving a total funds of UGX. 11,368,101,578 so far received in the district under PDM. Currently, there are 8,808 beneficiaries who have received funds under the program and another 2,750 beneficiaries (for UGX. 2.75bn) are being served to get the funds by the end of this month (August 2024). This will bring a total of 11,558 beneficiaries for the program.

 

The Chairperson also emphasized that the provision of water for human use is a high priority area in the service delivery initiatives in the district. In the FY 2023/2024 the district was able to drill 12 boreholes, 4 springs and 11 boreholes were rehabilitated.

 

Under the education sector, a number of achievements have been registered. In the 2023 PLE, the district greatly improved performance from 69.6% 81.8% pass-rate.

 

Under the health sector, the health workers are rendering services normally; the staffing level in the sector has greatly improved to over 85% according to old structure. The district has been able to improve the health facilities across the district, for example in the FY 2023/2024, the district rehabilitated the Doctors house at Kigorobya HC IV, constructe a lined pit latrine at Dwooli HC III, constructed a lined pit latrine at Butema HCIII, procured Motorcycles for Mbaraara HCII and Kapaapi HCIII, constructed a lined pit latrine at Mbaraara HCII, Installation of a rain water tank at Toonya HCIII Staff quarter, Paving and land-scaping at Kigorobya HCIV, Construction of a lined pit latrine at Kigorobya HCIV and other projects.

 

The Production Department has ensured food security with adequate food resources to support the local population in all the communities. There has been an affirmative action to support the PDM beneficiaries or farmers who were selected for the Parish Revolving Funds (PRFs) as an approach towards improving services delivery to the communities.

The district council was chaired by the district speaker Mr. Nyangabyaki Swaibu.
