Hoima district local government Thursday 25/09/2025 launched the construction of a multimillion new headquarters office block located in Birungu LCI,Kitoba Town council along the Hoima-Buliisa road.
The launch was officiated by the Hoima Resident District Commissioner-RDC Mbabazi Rodgers at an event held at the construction site today (Thursday 25/09/2025).
The construction of the phase 1 of the four -floor building which was contracted by R and D Traders and contractors company will cost about 845 Million shillings.The first phase is expected to be completed in late October this year. The completion of the whole construction project is estimated to cost over 24 Billion shillings.
In his remarks Mbabazi has warned the contractor against shoddy work and urged local leaders and residents to monitor the project.
“I want to urge the contractor to use materials of high quality and also urge the local people here to continue monitoring of this project.The NRM government wants to ensure that people can access services with ease.I encourage the contractor to give our people jobs” Mbabazi said.
The Hoima district LCV Chairman Uthuman Mugisha Kadiri said the construction of the new district headquarters will help people access district services quickly with much ease.He said that there is need for more funds to support the financial needs of completing the project.He said that the construction of the new multimillion structure is a manifestation of a dedicated district leadership that wants service delivery.
“We have been able to put up such big projects as a district in a short period of my leadership.We want our people to be saved from traveling long distance to the city for district services.This is a great milestone in efforts of serving our people.This will be the home of our district.We have built a state of art theater at Kigorobya health center four where people are now accessing services than going to the city.We will work on more roads in Kitoba Town council and around the district to support our people access services “Uthuman said.

The launch was joined by the Bugahya member of parliament Pius Wakabi who has committed to lobbying for more financial support for local governments and creation of more administrative units and other services from the central government.He has commended the LCV Chairman Uthuman Mugisha and the entire Hoima district local government council for expediting the process of construction of a new home for Hoima district.
The Hoima Chief Adminstrative Officer Emmanuel Ssempala has urged the government and other development partners to financially support the construction project adding that the district alone may not be able to meet the financial needs.
He says revenue is needed to support the construction project.
He has urged local communities to embrace government programs and fight against poverty if they are to enjoy the government infrastructure.On the remittance of the 25 percent of local revenue to the local council one, Ssempala said that much as there have been several changes in government systems in regards to revenue collection,the LCI Chairpersons and other stakeholders should be optimistic as the government plans to remit their funds back.
Local leaders in Kitoba Town council have commended the district leadership for deciding to construct the new headquarters in Birungu, Kitoba Town .
The function has been graced by Hoima district political leadership, technical staff, development partners including Centenary Bank,DFCU Bank, Opportunity Bank,Post Bank, Bwendero Dairy Farm, Hydromax Company,UNOC,Jane Goodall Institute, Reproductive Health Uganda,NRM District Executive Committee members,Hoima city leadership,Hoima city Deput RCC,the media and local residents.
